
Gulberg Greens: what nearly two decades of building actually produced
A CDA approved community by IBECHS on the Islamabad Expressway, launched in 2007 across about 16,934 kanals. What is there now, and why maturity matters.
Plenty of Pakistani housing schemes launch. Fewer finish. Gulberg Greens is worth understanding because it is far enough along that you can judge it by what exists rather than by what is promised.
The basics, on the record
Gulberg Greens is developed by the Intelligence Bureau Employees Cooperative Housing Society, IBECHS, along the Islamabad Expressway with direct access from the Expressway itself. It was launched in 2007 and planned across approximately 16,934 kanals in Zone Four of the capital. Its layout plan is approved by the Capital Development Authority, with its no objection certificate on the CDA record.
Those are the facts a buyer should be able to check independently, and they are the ones that decide whether everything else is worth reading.
What nineteen years produced
The community today has completed infrastructure, landscaped green belts, gated security and commercial zones that are already open. There are lakes, a golf course, schools and a hospital site. The road hierarchy is built, not drawn: the Gulberg Expressway spine with its service roads, then the wide avenues, then the block roads.
None of that is remarkable in isolation. What is remarkable is that it is finished. A buyer moving in now is not funding the infrastructure. They are using it.
Where the commercial sits
Gulberg Greens separates its commercial land rather than scattering it. Business Park sits on the western side near the Expressway entrance, Business Square to the north east, and the Civic Centre to the north west. Retail anchors including the Mega Mall sit centrally along the Expressway.
For anyone buying commercial space, that concentration matters more than the plot itself. A shop performs on the strength of the footfall around it, and footfall follows the district, not the unit.

The honest caveat
Maturity cuts both ways. A community this far along has less of the speculative upside that comes with buying into raw land, because much of that has already been priced in. What it offers instead is a far smaller chance of the thing that ruins property investments in Pakistan, which is a scheme that never gets finished.
